Roles & Responsibilities
The position of General Manager carries a P&L responsibility and is a challenging assignment demanding
high level and proven leadership skills, solid technical knowledge and a high level of people skills. The challenge is to make the plant as an enviable world-class facility benchmarking with best-in-class. The General Manager will be responsible to ensure operational excellence and the day-to-day management of the Plant leading the team of managers, including the selection, recruitment, and appointment of staff.
Reporting Line
The General Manager will report to COO of UAE, Bahrain, Oman, Kuwait & Qatar. He shall develop and maintain cordial and professional relations with the CEO of
the project Companies (Al Ezzel power company and AL Dur water and power company) and will closely interact with company s shareholders to benefit from their long
experience of sizeable and well diversified portfolio, huge pool of resources & expertise in related fields
and strong presence in the Middle East.
Principal Functions
The General Manager’s responsibilities will include but not be limited to:
• Accountable to develop and implement a strong a HSE program at site, including the strict implementation and compliance of the safety rules to assure prevention of lost time accident, severe injuries and/ or fatalities
• Meeting or exceeding the annual business objectives and targets (financial and operational objectives of the Plant) set by the Board of the Company.
Managing and maintaining a very high level of HSE track record for Al Ezzel O&M to be rated as one of the benchmark rated plants. Ensuring internal processes are in place and complied with so that the Plant meets the Owner’s safety standards, local and national standards and other standards required under the OMA, PPA and PWPA;
Implementation of maintenance, operation, major overhauls and outage strategies.
Compliance to the laid down and adopted procedures to achieve the performance standardizing the OMA;
Create, develop, train and retain a high caliber and motivated Al Ezzel O&M senior management team and Staff.
Formulation of business plans, which will include long term and annual operating plans and budgets; Approval and buy-in of the same by the Al Ezzel O&M Board and the shareholders.
Approving and overseeing the Operations, Maintenance and Technical departments performance. Determining and Setting of Key Performance Indicators (KPI) aligned with plan objectives and regular tracking of such KPIs. Linking of such KPI s with the annual objectives Managers and Executives of AL EZZEL.
Development and implementation of the organization structure; maintaining a Board approved head count and management of annual appraisal, performance reward system, hiring new talent and development of such talent.
• Development and implement a long-term operation and maintenance strategy for the plants and the development of a capable team to support that strategy.
Meeting or exceeding the manpower localization targets.
Supporting the Owner in meeting Owner s obligations under the PPA and PWPA on technical matters
Coordinating the annual outage plan, scheduling the outages for minor and major overhauls and coordinating the same among internal departments, owner and OEM. Ensuring the required parts, tools & fixtures and manpower are available well in time to start the outage.
• Leading and motivating Department Managers / Section Heads to develop commercially driven teams setting appropriate people and plant related performance measures
Fostering good industrial relations at the Site and with key local groups and communities;
Implementation and maintenance of systems and procedures to ensure efficient, safe and environmentally compliant Plant operations;
Conduct emergency prevention and response planning and act as regulatory liaison to local, regional, and federal officials and government agencies;
Liaison with the Owner during the warranty phase and for annual testing of the Plants; and
Creating and maintaining a working environment to enable the Plant to meets its performance requirements.
• Assure appropriate procedures and maintenance management processes as applicable to a prudent operation & maintenance management.
Education
A degree in mechanical or electrical engineering.
Experience
Minimum 15 years of relevant working experience in power generation facilities with at least 5 years in a Plant Senior Management role of a CCGT plant of at least 1000 MW size.
Experience with CCGT power plants is preferred.
Experience with a multinational corporation in a cross cultural environment is a plus.
